The effects contribute quite a bit to the improvement in this one. While you did state the previous ninetales was in a way deliberately meant to look like a mythical art piece, this one's fully done fur effects and shading in all its glory are indisputably more pleasing to look at. It's not just the flash that makes this one better though, this ninetales is also much more of an obvious dragon with kitsune features, and that's what really makes it a winner for me. You've found the perfect facial form between draconic and canine which allows it to be a dragon in its own right, yet still clearly resemble the pokémon it is meant to. The feet are similar, both showing definite plain improvement in anatomy and being a fitting dial between canine and dragon. This one is also a little less confusing than the original, though still not quite possible to make head or tail of, but then again, being a tricky kitsune pokémon, it's in a way suitable for it to be perplexing.
I'm really liking the elements of mystique you put in this version, those great clouds of smoke and ghostly, fading tails evoke a lovely sense of mystery to the dragon. And I must say, I'm enjoying the Rokoko reference. Its holding the ninetales' Hoshi no Tama in its hand completes this creature's image as a meeting of mythical lore. Here, dragon and kitsune unite.
